Research Quality Framework
Members can meet with Dr Carolyn Allport, NTEU National
President, to discuss the above issue at 8am on Tuesday, 19 April
2005, Staff Room, Building 8, Joondalup Campus (a light breakfast
will be served).
Dr Brendan Nelson, the Minister for Education, Science and
Training, recently authorized the release of an Issues Paper on
the development of a Research Quality Framework for
Australia.
For some time the Minister has been saying that he is not
prepared “to simply sit back and allow research resources
to be distributed the way that they currently are”.
He has also stated that once a RQF is introduced “some
universities will attract more money and some will attract
less”. Unfortunately, in all likelihood this will
mean there will be less money available to ECU and a number of
other universities, particularly the New Generation
Universities.
Professor Sir Gareth Roberts, the Chair of the Expert Advisory
Group who compiled the Issues Paper, has now called for
interested parties to forward written submissions by 2 May
2005. The NTEU intends to make a submission on behalf of
its members.
Dr Carolyn Allport, the NTEU National President, wants to meet
with and listen to the views of as many researchers as possible
before making this submission.
It is hoped that members will avail themselves of this
opportunity to meet Dr Allport on the 19 April and provide
input into the NTEU submission.
Members are also encouraged to bring with them interested
researchers who may not be members of the NTEU.

Enterprise Bargaining 2006
The new Edith Cowan University Academic Staff Union Collective
Agreement 2006 and Edith Cowan University General Staff Union
Collective Agreement 2006 have been approved by majority votes and
were lodged with the Office of the Employment Advocate on Tuesday 8
August.

Saving Jobs at ECU
NTEU's main aim is to save as many jobs as possible and to ensure that every alternative to forced redundancy is exhausted before any job losses occur.
The NTEU will be subjecting the University Change Management proposals to very close scrutiny and a Union staff member or an elected official will be present at each Change Management meeting.

Annual General Meetings 2007
� The Annual General Meeting for the NTEU (ECU Branch) will be held at 10am on Monday, 10 December 2007 at ML 17.203 and BU 1.106. The ASA AGM will commence at 9.30am prior to the NTEU. Download documents below.NTEU General Meeting of Members
A General Meeting of NTEU members will be held at 12.30pm on Monday, 28 April 2008 at JO 5.235 and BU 1.106.
Main Agenda Items:
1. Approve the NTEU (ECU Branch) audited financial statements for the year ended 30 June 2007 (audited statements and extracts from the RAO Schedule can be downloaded below).
2. Collective Bargaining: This meeting will be the last chance for members to get together before enterprise bargaining begins. We will be reporting on activities to date, presenting the results of staff surveys on claims to be put to Management, and bringing you up to date on the salary and other mandatory national claims. Open discussion will be invited on all these matters. Come along and talk to the members of the bargaining teams who will be negotiating on your behalf.

HEWRRs and IR
On 29 April 2005, the Federal Government released new Higher Education Workplace Relations Requirements (HEWRRs) for Australian higher education institutions.
As part of these IR Requirements, universities will be forced to offer Australian Workplace Agreements (AWAs) to all university staff on terms inferior to those in Enterprise Agreements.

New IR Rules Chaos at Local Universities
WA universities are struggling to implement new industrial relations (IR) rules because of widespread confusion about the requirements. The new rules, which include eventually requiring universities to offer Australian Workplace Agreements (AWAs) to all new and current staff, are seen as a test-bed for the Commonwealth Government’s plans to introduce new IR rules which will affect all workers.
The National Tertiary Education Union (NTEU) believes the ongoing confusion over the new requirements may well have an impact on the planned merger between Curtin and Murdoch universities.
“Despite the fact that Curtin and Murdoch have given some assurances, staff at both institutions are, not surprisingly, already very concerned about possible redundancies stemming from the proposed merger” said Associate Professor Mick Campion, president of the WA Division and Murdoch University Branch of the NTEU. “Now the staff are also having to cope with the introduction of new IR rules which even the university administrators are struggling to understand” he said.
“Few people realise that the Howard government is first testing its new IR regime on university workers, but is failing or refusing to provide the universities with adequate information on how the new rules should operate” he said.
“There has been a big public backlash against the more general IR changes, including opposition from some church leaders. The government appears to have completely underestimated the reaction of Australian workers. The new rules seriously undermine job security, and are aimed at reducing the protection afforded to workers by unions. There has also been a strong public reaction to possible reductions in wage levels and holidays that could go hand-in-hand with AWAs” he said.
News has emerged in Perth this week that workers at the West Australian newspapers have been asked to sign (AWA) agreements that may allow the company to reduce their holidays.
“The Commonwealth Government’s Higher Education Workplace Relations Requirements (HEWRRs) compel universities to offer AWAs to all staff, and allow universities to offer AWAs with lower wages and conditions inferior to those flowing from existing enterprise agreements” he said.
“Members of the community need to be aware that the independence of universities and more specifically the quality of teaching, research and community service conducted by the universities are threatened both by the particular measures being proposed and by the continuing uncertainties that surround their introduction” he said.
