Dear NTEU Members,
I would like to bring to your attention a number of important matters:
1. Bargaining 2009
We have written to the University seeking to reopen negotiations for new academic and general staff agreements and we are aiming to commence in July. Our current agreements expire on the 31 December 2009 and we are required to commence 6 months prior to the expiry date.
Our bargaining team includes Jamie O'Shea, Catherine Lees, Gabe Gooding, Tom Stewart and our Industrial Officer. On behalf of all members I would like to thank the bargaining team for agreeing to volunteer to take on what is often a demanding and challenging task.
The key issues for this round of bargaining will continue to be workloads, job security and salaries. With the announcement of a range of organisational changes across the university these issues take on a more critical and immediate priority.
During semester 2 you will receive negotiation updates and notice of a range of campaign activities. Your support and assistance is essential for a successful and positive outcome.
2. Sabbatical (Study) Leave
You will soon receive notification of a revised Sabbatical (Study) Leave Policy from the University. This matter was brought to the attention of the Academic Consultative Committee (ACC) for comment. NTEU representatives on the committee had a range of concerns about the policy, particularly regarding reference to “Teaching Intensive staff” and the requirement to clear annual / long service leave. It was the view of the NTEU reps that there is no “Teaching Intensive” classification in our union collective agreement, there is only reference to teaching and research academic staff, and, research academic staff. There was also the view expressed that study leave should not be tied to the taking of annual and/or long service leave, as these were separate leave entitlements.
During these discussions the NTEU representatives attempted to make positive changes on behalf of members. Although we achieved minor improvements and amendments it is our view that the proposed and revised Sabbatical (Study) Leave Policy as tabled at the 18 June ACC meeting is not approved or endorsed by the NTEU.
3. Organisational Change
The NTEU has been informed of a number of organisational change initiatives across the University. Our union collective agreements refer to the requirement to consult with academic and general staff. We recently attended union meetings in the Arts Faculty and Business School to inform members of their rights and entitlements. We have produced some information sheets on this issue and these are available on this website.
4. QEII Parking
On behalf of our members at QEII we are writing to the Vice Chancellor expressing our concerns about the lack of access to parking at QEII.
5. Newsletter and Organisational Change Poster
NTEU Contacts in your work area will soon be receiving a newsletter and poster for distribution to members. Please read the newsletter, display the poster on your office door or on a notice board, and, encourage colleague to join our union. If you are interested in being a NTEU Contact in your work area, school or faculty please do not hesitate in contacting us.

Organisational Change Campaign Committee
Dear Comrades,
As you may be aware, the university is restructuring as many as five faculties simultaneously this year. The WA branch of the NTEU has formed a Campaign Committee to keep track of what is going on and to make sure that we protect all of our members. The Campaign Committee will be responsible for collecting information, distributing information to members and other staff about events(both university and union organised) and planning activities to protect members jobs, pay and conditions.
You will be hearing from a committee contact from your school in the next week or so.
We need your help! Anything you can do to assist will be welcome. However, what we need to know most is what is happening in your school and faculty. Please send any comments to me or to your contact. It is only when we know what is happening that we can do anything to help!

Union Collective Workplace Agreements
All University staff will be aware of the impact of HEWWRs on workplaces and collective agreements in the context of choice in agreement making, direct relationship with employees, workplace flexibility, productivity and performance, and freedom of association.
In addition the Work Choice legislation required that a completely new agreement be made, with a considerable list of prohibited matters that could no longer be included in Agreements. Amongst these were:
- A remedy for unjust, unfair dismissal
- Union right of entry
- Mandated union involvement in dispute settlement procedures
- Trade Union training
- Objectionable provisions (whatever they might be and whoever is to decide)
- Re-negotiation clauses.
Given all these interfering measures by government, the Union and the management of the University were both placed in a difficult situation. We believe that our traditional approach of a reasonable and co-operative working arrangement with the management has resulted in the least draconian bargain that might have been accomplished under these regulations. We will continue to protect as far as possible a reasonable and just workplace.
We ask all members to acquaint themselves with the new academic union collective workplace agreement and the new general staff union collective workplace agreement and to ensure that they are aware of their rights and entitlements.
