This letter outlines concverns of the ACU Branch Committee of the NTEU over workloads policy at ACU. It was circulated to all members on 12 September.

Academic Workloads:
The clause covering academic workloads in the new Enterprise Agreement is as follows:
5.2.3 Transitional Arrangements and Managing Workload Issues
(i) It is recognised that, as at the date of commencement of this Agreement, the workload allocations for academic staff for 2011 have been developed in accordance with the provisions of clause 5.1.2.2 of the Australian Catholic University Staff Agreement 2005-2008 (―the 2005-2008 Agreement‖) and the associated Academic Workload Policy.
(ii) From the date of commencement of this Agreement until 31 December 2011, the annual workload allocations made in accordance with the 2005-2008 Agreement and the operative Academic Workload Policy will continue to apply unless a workload allocation is enhanced. To avoid doubt, the workload allocations and the operative Academic Workload Policy made in accordance with the 2005-2008 Agreement and in effect as at 1 January 2011 will continue to apply (unless a workload allocation is enhanced) and are deemed to be provisions of this Agreement until 31 December 2011.
(iii) From the commencement of Semester 2, 2011 workload allocations for academic staff will progressively be implemented in accordance with this clause, including through a pilot or pilots undertaken in particular Schools and/or Faculties at no disadvantage to a staff member. The workload allocations for academic staff will be made in accordance with this clause from the commencement of 2012.
(iv) An academic workload model will be agreed at the Workloads Advisory Committee (WAC) for consideration of the ACU Staff Consultative Committee (ACUSCC). Once consulted upon, the model will be in effect for the life of this Agreement (unless enhanced following a recommendation from the WAC).

General Staff Reclassification:
The changes to the classification of General/professional staff positions are one of the important outcomes arising from the ACU Enterprise Agreement. The classification process addresses a role and establishes the nature of
- The level of tasks that it involves;
- The Judgement, Independence of action and Problem Solving requirements for these tasks to be performed;
- The nature of the Supervision and where relevant, the supervising required for the outcomes of the position to be meaningfully achieved;
- The Organisational knowledge required to achieve the tasks, within the necessary uses of judgement and independence required; and
- With the necessary experience and skills needed to effectively address the needs of the position under assessment.
How is this different?
The basic changes are
- A simplified questionnaire which covers the issues required to be addressed
- A committee that requires both supervised and the incumbent to present so that outstanding issues can be clarified. The present sub-committee will, with the HR and Union representatives, will consider the documentation, and seek addition clarifications from those involved and decide by consensus.
- Each Committee member will receive a quarterly report on activities, so that unforeseen precedents may be avoided.
- Reviews of outcomes will be available, and will be held with equal Management and Union representation, under the Chair of the “University Visitor”.
- The decision made, the University will accept and inform the parties at their earliest opportunity.
The changes seek to make the process more personal and non-combative – we are all seeking the same outcome, what is best for the workplace, the incumbent and the University.
