University intends to change the PDF process by including KPAs for Professional Staff
At the beginning of August the NTEU received a letter from Human Resources about intended changes to the Performance Development Framework process, outlining four Key Performance Areas for professional staff. The letter states that the KPAs will assist in setting clear performance objectives and will provide clarity in planning and assessing a staff member’s performance.
The KPAs and descriptors for Professional Staff outlined in this letter are:
- Operational Activities and Service Quality relates to requirements of the role and the work activities that are associated with a particular field of expertise and skill level and includes expectations around provision and level and quality of services, outcomes provided to clients internal and external to the University. This supports all the enablers in the University strategic plan.
- Innovation and Improvement relates to the innovation and identifying and/or auctioning improvements to work practices and processes that require review, development and/or enhancement. This may involve current practices that require review to ensure they are up to date and continue to be aligned with the organizational environment or may involve complete new projects/practices.
- Collaboration and Leadership relates to taking ownership, leadership and team work and collaborative approach and providing service to the University. This also includes a strategic contribution and supports the enabler, ‘Our People’ in the University strategic plan.
- Responsibility and Compliance relates to adherence to policy, standards, regulations and other governance requirements at the University. An example would be conforming to environmental targets, environmental health and safety laws and regulations, document management standards and the responsible conduct of staff policy.
The NTEU are concerned that the KPAs will narrow the possibilities of the PDF and makes it more prescriptive. In 2010 a review of the framework was conducted, and these KPAs were offered by the University as part of that review, and rejected by the NTEU in these discussions. The NTEU are concerned that the university is once again acting outside the outcome of that review.
Many NTEU members have indicated that the PDF process is of great concern to them, and we have included claims relating to the PDF in our log of claims for this round of negotiations. It is our intention to have a full discussion at the bargaining table about the PDF, and we have written to the University to recommend that any discussions of changes to the PDF be included in the Collective Agreement negotiations, in the interest of good faith negotiations. We have also asked for confirmation that the KPAs outlined in the letter from the 30th of July will not be implemented until discussions, within the framework of the Collective Agreement negotiations, have taken place.
