OUR UNIVERSITIES MATTER
NTEU will campaign during 2008 to reinvigorate Australia’s universities under the banner of 'Our Universities Matter – Investing in People and Society'.
The campaign's aims include:
- A Charter for University Renewal - Statement of underlying principles.
- Collective Bargaining - This year, NTEU will be negotiating with University management for a new Collective Agreement, including payrises and improved staff conditions. Together we can make a difference!
- Universities Act -A legislative framework which clearly defines the roles and responsibilities of universities
- Statement on Academic Freedom and University Independence -To be signed by senior Academic and General staff.
- National Petition - National Petition in support of the Charter.
- Casual & Sessional Staff -NTEU is seeking better pay and conditions for casual and sessional academics.
- Research Staff - NTEU is giving priority to the needs of contract research staff.
- General Staff Classification & Promotion - Clearer procedures for general staff classification and promotion.
- University funding - Australia now spends less on tertiary education than the OECD average.
- Pay Rates -A 27% salary increase is needed over the next three years
- Workloads - We need clear and substantive regulation of workloads.
- Work/Life Balance - A focus on more flexible working arrangements and better carers' leave to look after young children and the elderly.
- Job Security - The previous Federal Government stripped job security conditions from Collective Agreements.
- Indigenous Employment - NTEU's Indigenous specific clauses help combat diminished educational and employment opportunities.
- Regional Universities - Regional communities need strong universities.
- Environmental Sustainability - Australia's universities are key leaders in developing solutions to reduce greenhouse emissions.

Trimester Dispute
Dear members,
All staff will have received a message from Wendy Cooper indicating that, although a resolution was not achieved at the dispute meeting between the NTEU and management yesterday, work on implementing the Trimester system can resume. It should not be presumed that the NTEU is in agreement with the resumption of implementation: we are not.
The actions of university management continue to be provocative and arrogant - and potentially reckless. Even by its own measures, very many issues related to workloads and resources remain unresolved. Reports to academic board raise concerns that should have been addressed before the Trimester system was adopted. These remain unresolved - yet the system's introduction has been announced. The lack of due diligence is astonishing and will be of considerable interest to the media and the relevant federal government minister.The dispute remains unresolved because university management does not agree with the NTEU's claim that the "radical overhaul" - the words are the Vice Chancellor's, reported in the Geelong Advertiser - of the academic timetable represents major change. There is no-one - literally no-one - of the very many people of all levels that I have spoken to in recent weeks who believes that the Trimester does not represent major change.University management appears to want to avoid acknowledging that the Trimester is major change so that it can avoid the consultation provisions of the Enterprise Bargaining Agreement (EBA). This would appear to be so that it can rush the introduction of the system this year, despite the anger and chaos this is causing, and despite the fact that it undermines the university's own due diligence procedures. Why?
Having failed to reach a resolution of the dispute, it is likely that the NTEU will now proceed to the Industrial Relations Commission where we will argue that the changes are major, and where management will presumably try to argue that "radical overhaul" means slight tinkering at the edges.
In the end, however, university management will have to negotiate its demand for the Trimester system through the EBA process, because the EBA does not provide for the Trimester system as management proposes. Furthermore, the NTEU's log of claims has been voted on by members, and it does not allow for the Trimester system.
The simple fact is that the NTEU will not agree to changing the EBA to allow the Trimester system.
The simple fact is that during the EBA negotiations staff have recourse to protected industrial action to back their claims.
We have tried to convince management to consult with staff, to consult with the NTEU and even to consult with their own Staff Liaison Committee over this major change unfortunately to no avail. We now need to considering whether such industrial action will be necessary, in the face of a management that appears to respond to no other form of staff concern.
This means that any work to refashion units to make them fit into the reduced teaching semesters is likely to be a waste of time, as is other work to implement the Trimester system. Remember, all units will have to be revised, no matter which semester they are taught in, to deal with the reduction in teaching time from 13 weeks to effectively 11.
If university management wishes to optimise the existing summer semester, it should take an extended period of time to do the necessary research, and risk management and due diligence work. It should consult directly with all staff, not just with academic board. It should be open to changing its desired model and ideas in the light of feedback from staff. This may include retention of the status quo. It should seek to negotiate any changes with the NTEU through the EBA process. In the meantime, the provisions of the existing EBA should be adhered to, including the provisions relating to the existing summer semester and consultation on major change. The plan for the "radical overhaul" of the teaching year should be shelved.
University management has two choices. It can continue to ram through its poorly thought-through plans, further damaging the already fragile relationship between staff and management; or it can do things properly, by abandoning its excessive haste, doing the necessary work and putting the horse of consultation in front of the cart of action. It can also, most importantly, show its respect for staff by respecting the spirit and the letter of the legal document that sets out our terms and conditions of employment - the EBA. In the words of the new university Strategic Plan:
"Collegiality - the hallmark of a university - involves staff and students being seriously engaged in the life of the University and being united by common values and mutual respect. To enable staff and students to be 'seriously engaged in the life of the University', Deakin and its staff and students must be genuinely committed to communication and consultation as a two-way process [emphasis in original]".

Enterprise Bargaining
The current EBA reaches its nominal expiry date at the end of March this year. As part of its planning for the next round of bargaining the branch committee asks members to send in their ideas, comments about possible improvements they would like in the next EBA.

Women and the NTEU
The NTEU is a union committed to enhancing the participation and voice of women members. Women hold positions of influence and power at all levels of the Union, are active on the Union's enterprise bargaining teams, and contribute to the development of the Union’s strategy.
The Union has been a leader in many areas concerning women and their professional and employment rights, and provides support for other women through the ACTU and other non-government organisations. NTEU published the first national pay equity study done in Australia, and this has encouraged a broader commitment to pay equity within the labour movement.
At a national level, the NTEU Women’s Action Committee and the annual Women’s Conference develop this work. The Union publishes an annual women's journal, Frontline.
