HEWRRs campaign
On 13 February 2008, then Deputy Prime Minister Julia Gillard tabled legislation in the Lower House to repeal the Higher Education Workplace Relations Requirements (HEWRRs) and the National Governance Protocols.
During the NTEU's campaign to repeal the HEWRRs, the Joint ILO–UNESCO Committee of Experts on the Application of the Recommendations concerning Teaching Personnel (CEART) requested that the Australian Government review and where necessary modify national legislation and policy which may have the effect of undermining the provisions of the 1997 Recommendation on negotiation of the terms and conditions of employment in higher-education institutions.
The proposed HEWRRs and the National Governance Procotols Bill would have given the Federal Education Minister unprecedented power to micromanage university industrial relations in universities, including an effective power of veto over any negotiated settlements between management and staff and unions by making funding conditional on meeting the HEWRRs.
