Excess Baggage
Excess Baggage is the research report which provided the background for the guide. Excess Baggage contains the research results and includes suggested best practice in relation to the regulation of offshore work. Over the course of 2003 and 2004, NTEU undertook a major research project into Australian staff involvement in the delivery of offshore programs offered by Australian universities. The research arose from growing staff concern about industrial and professional issues associated with their involvement in offshore programs and a paucity of research in this area, and included case studies of ten Australian universities heavily involved in offshore activities.

The research on the project was undertaken by members of the NTEU Policy and Research Unit together with Mark Rosenfeld, Policy Director of the Ontario Confederation of University Faculty Associations (OCUFA), who was a visiting researcher with NTEU during 2003
