2011-12 Budget Briefing and Regional Loadings Review

Posted 19 May 2011 by Dan Coughlan (Central Queensland University)

In terms of higher education, the 2011-12 Federal Budget is not a ‘big’ budget with announcements focused largely on funding for skills training and development and increased loading for funding for regional institutions.

The doubling of the regional loadings (at a total cost of $109m over four years) and the introduction of a more rational formula based on Australian Standard Geographical Classification explicitly recognises that the existing regional loadings are insufficient to cover the higher costs faced by regional universities in delivering higher education. The prioritisation of $500m in Education Investment Fund (EIF) for regional higher education and vocational education providers fulfils the Government’s commitment to independent regional Members of Parliament following the 2010 Federal election.
